The SM that does not think a Scout should become Eagle should make his
reasons known at the time of "Scout Spirit" and Scoutmaster conference
sign-off. I figured that the interview with the SM is meant to give the
BoR a sense of the boy's personality and style - an extremely shy boy, or
one with ADD, needs to be viewed differently than the outgoing "natural
born leader" type.
