I'm finding this thread interesting because our District invites
(requires?) the Scoutmaster to attend the Eagle BORs, both project
approval and final review. During the deliberation at the final review,
when the scout is out of the room, I'm asked my opinion of the boy.
It's never been stated, but I've always felt that my input at that time
was a necessary part of the review. I've been to BORs where the scout's
former SMs or ASMs were members and the idea of a conflict of interest
was not brought up.
I would think that a Scoutmaster would bring out points regarding the
boy's true character that might not be evident during a relatively quick
SM Troop 98
