Wow!! It's close to the end of the period of time for the Boy Scout
Requirements booklets....Sure hope that National doesn't release any more
new MB books yet!!

The BSA's Advancement Procedures booklet says on page 14 :
"The steps to follow in the merit badge program are outlined in the current
Boy Scout Requirements. This book lists the requirements a Scout meets to
earn each of the more than 100 merit badges that are available."
And in the front inside cover of the 1995-97 Boy Scout Requirements is the
following in a graphic box:
"The requirements for merit badges, ranks and Eagle Palms are effective
September 1, 1995. These requirements are effective through August 1997."
I noted in a followup that you've already got ahold of the BSA's National
Advancement guru, John Dalrymple, and his advice was that the counselor
should just use his or her guidance. That's fine in THIS case, but what's
going to happen when the next guy or gal calls up and doesn't
get to talk directly with John? (One of my pet peeves with National: "lack
of consistancy with what's written".)
Still, HE's the Director of Advancement, so if you're pleased with the
advice, you should use it!
If you're still looking for more advice, here's a short paragraph from me:
"The guidance from what's written in the BSA Advancement Procedures and
what's in the front inside cover of the Requirements book both say that you
use the requirements in the Requirements book for now. Use those
requirements, since they are the same requirements listed in the Boy Scout
Handbook and are more consistant with what Scouts are going to look at
*first*. Then, in August, use the revised requirements from the new Merit
Badge pamphlet. And compliment the Scouter involved for finding such an
error and let her know that this *really* doesn't happen
