I agree that Blood Drives can be "Canned", but the interagency
coordination of doing a city (town)-wide blood drive is not.
Getting multiple Volunteer Rescue Squads, Volunteer Fire depts and,
especially, churches to work together requires alot of leadership and
determination. If you cross over municiple boundaries even more so.
A "canned" project is when all the scout has to do is to call the local
blood service and pass out flyers.
As a related project, Setting up a Coordinating Council for Quarterly
City-wide Blood Drives should satisfy all the requirements if it can be
maintained for several quarters and evenually become independaent of the
