I believe that the National office states it this way to allow us to
display good judgment (read FREE WILL). Personally, I also discourage
it, and our Unit Commissioners encourage Packs to find alternative ways
to pin Bobcat badges on. Slamming people for doing it, though, only
causes dissention, and possibly the loss of otherwise excellent

However, there is a difference between SHOULD not be used and MUST
not or CAN not be used.
