I guess what I really meant was that INITIALLY this was the den's problem.
Clearly if the solution the den chooses is to go elsewhere for their den
chiefs it can have an impact on the troop and BECOME the SM's problem. I
like the "older boy" solution better than the "revolving den chief"
solution, with the only provision being that it might be harder to find a
16 year old who can relate to the Cubs than to find a 12 or 13 year old.
Ideally this is a situation where the two units can sit down and work it
out. Gee, since the CR represents BOTH units, maybe he/she should get
