To all who have answered my plea for help, thanks. I wanted affirmation
of my plan, and I got it. I will sit down with both him and his mom and
spell out just exactly what is needed for him to advance showing "Scout
Spirit." I will tell him that his mother says that he is in Scouts
until he makes Eagle, but he won't make Eagle on his present path. That
means that he will be in Scouts untill his 18th birthday. And ask him
what he thinks he can do, praise him for his accomplishments, etc.
One answer asked what made me think that he secretly enjoys scouting.
It is little things, the look in his eyes when he thinks no one is
looking, his submissions to the Troop newsletter, and others that are
too slippery to put a finger on.
