I sent out the letters immediately after the Board of Review.
Some of the people have deep pockets (ie work for government or large
corporations) and can afford to send letters to countless new Eagles.
Send requests to these people with abandon.
However, many are retired or average people like you and me. They can't
afford to respond to hundreds of requests each year. When writing to
these people, the Scout Law of "courtesy" requires you to include a
self-addressed stamped envelope.
