As a counselor for Personal Management, I try to be sure the spirit of the
requirement is met. I believe the spirit is to get the scout to 1)
recognize how much money he has and budget appropriately, 2) learn that
you can't always keep exactly to the budget, 3) develop a skill that will
help him later in life.
I don't expect minute detail in either the budget or in the record keeping.
I do expect it to be reasonably accurate. It took me quite a while to get
one scout to realize that missing one day of record keeping doesn't
constitute failure. Be as accurate as you can and keep at it.
The problem I most frequently encounter is people who want to call a record
of their expenses a budget for the last three months. The budget should be
your best ESTIMATE of what you will do--BEFORE you do it!! If you want to
pass Personal Management with me, you have to do the budget FIRST! You
have to keep records based on that budget!
