To supplement Mike Walton's comments:
If a boy is an explorer, that should be his "primary" registration (that's
where his $7 national registration fee should be paid). With a primary
registration he can participate in as many posts and his troop as a
multiple registration without payment of national fees.
I was once an explorer adviser in a council where an outdoor specialty
store sponsored several posts (I advised two of them, one focusing on
canoeing and the other on backpacking). The sponsor allowed explorers
to purchase at a discount on the nights we had "seminars." These were
programs presented by store employees or experts in the field. They focused
on different topics, i.e., winter clothing, building a kayak, rock climbing.
Explorers from all posts were welcome. That made for one meeting a month.
Each post also met independently at least once a month and most had some
sort of activity each month.
You didn't have to buy your equipment from the store but it's prices were
reasonable and it was convenient. Besides, unless everything is labeled
with a store mark, it would be hard to identify what was the store's product
versus a similar one bought somewhere else.
