I'm not sure whether the scout has completed the requirements, but I
would have to disagree with this statement. The responsibility to
complete a merit badge correctly lies with the scout, not with the
counselor. If a scout, especially a 17.9??? year old Life Scout, doesn't
have the responsibility to check with the counselor ahead of time there
are serious questions as to whether they have are ready for personal
management MB. I would add that I myself went down to the wire on my
Eagle award, less than twenty hours before my birthday, but in the
months and weeks before I made dozens and dozens of phone calls to
advancement chairs (troop & council, scoutmasters, and merit badge
counselors to avoid this very problem at all costs. Was it a hassle and
more difficult to do this? Absolutely, but that is the price you pay for
waiting that long.
