Thank you for all the responses to my question.
The MB counselor refused to even consider the work he had done; the
counselor appears to be hung up on the fact that the scout has been at
life rank for 40 months, and some other immaterial points. Both our
former SM and I agree that the work submitted for the requirement is
completely appropriate to meet the MB requirement as written. On the
advice to our CE, I sent him to another counselor who reviewed the work
and approved it.
Earlier this evening, I approved the MB, had a SM conference, and helped
him complete the Eagle application except for the signatures. He still
has to complete the list of other leadership, awards and honors. All of
the paperwork will be completed, signed and copies by or at our troop
meeting on Monday, June 9, the day before his 18th birthday.
While I expect to hear from the counselor how I have helped to devalue or
diminish the Eagle rank, I am glad to have helped a deserving scout
achieve his goal by recognizing that he had met the requirement .
