This would need to be done at national. In Australia there are badges to
recognise leaders of both Scouts and Guides. There is a badge they wear on
the uniform depicting the symbol of the other movement (ie. a Guide symbol
badge on the Scout uniform and vice versa.) It is also against policy for
someone to be a leader in 2 sections Scouts, you can do it unofficially on a
temporary basis but not permanently (but since most sections meet for 2+ hrs
a week down here who could afford the time :) ).
