District Committee Key

Our District was named a Quality District for the first time ever this
year. An award was brought to my attention in a training manual for a
"District Committee Key" adult award, one of the first requirements of
which is to serve on a district committee when it was named a "Quality
District" at least one of the previous three years. Okay, plowing new
ground here with respect to my personal experience.......
Does anyone have experience with this award, since we have a group who
may be eligible for it here (pending their completion of other tenure
and service requirements, of course)? What is the recognition emblem? Is
it the same ol' Scouter's Key (green and white knot) with a special
device (viz a viz., Scoutmaster's Key, Commissioner's Key, etc.) or is
there a different color knot altogether, or none at all. Who is the
person or committee to review scorecards/applications for this
recognition? Some Council committee since it is a District Award? And
then, which committee, training, advancement, commissioner's staff? Who?
Or, is it just reviewed by ourselves among the District Committee? No
mention of this award on the Internet scouting resources I have at my
Inquiring minds want to know......
