I was told by a fellow I met from Vancouver BC that one of the reasons
that scouting in Canada chose to include young women was the fact that it
was a waning program (much like our Boy's Clubs before it became the
Boy's and Girl's Clubs) and this change was made to put life back into
it...... (he actually said to "save it")
I of course do not know if this is true but the gentleman seemed well
versed in the program there....
