Keep in mind that the Webelos program is really not a two year
program. All requirements for the Webelos Badge and most
requirements for the Arrow of Light Award can be met in the first
year as a Webelos Scout(Tenure for Arrow of Light must be done
in the second year). A Bear Scout can and should begin working
from his Webelos book at the end of the school term (Mostly late
May or early June after third grade). I think a lot of packs fail to
realize that summer is a good time to work on many activity pins
(don't forget day camp or resident camp) and much time is lost in
re-organizing the Webelos den when school resumes in the fall.
Also, for packs in the northern portion of our country , pins like
Aquanaut are difficult to achieve during the winter months unless
we have the availability of an indoor pool facility.
With proper planning, the final months as a Webelos den should be
spent in the active pursuit of a Boy Scout Troop. Remember that one
of the purposes of Cub Scouting is to transition to Boy Scouting.
One other fact to keep in mind is that a Webelos Scout can attend
both Den and Troop functions in his last months as a Cub Scout.
He can then finish up any remaining pins he needs and still may be
attending Troop functions.
This permits the troop and the scout to adjust to each other and the
new Boy Scout will be ready to attend summer camp in his first year as
a Boy Scout. If all second year Webelos are transitioned in January or
February I feel that the first year as a Boy Scout will be much more
productive for the Scout and may be a factor in keeping them in this most
