I find it somewhat unusual, and disheartening, that an organization like the
BSA feels the need to prevent the open distribution of its core materials,
like the Charter & Bylaws and the Rules & Regulations. What could possibly
be in these documents that they would want to keep them in "narrow"
distribution. The only thing I can think of is that they change so
frequently (which certainly should NOT be the case for the C & B, but might
be for the R & R) that having copies of outdated versions could create a
hardship. More likely, it is to prevent the potential challenge when
decisions are made contrary to these documents.
Which brings me to my current request. Does anybody have, preferably in
electronic form but I can also get it by fax, a current copy of the Council
and District Elections Procedures, which I believe is Catalogue Number 34511
(or maybe 35411). I just want to make sure that some of the things I THINK
I remember being in there are actually in there.
