The BSA does have a policy - we are a uniformed organization. The uniform
is one of the key methods of scouting. How can a leader "set the example"
for the boys if he himself is unwilling to follow the rules?
Since you've already explored the option of providing him with a uniform,
IMHO there is no choice. He has decided that the scout law (a scout is
obedient) only applies if he feels like it.
Believe me, your actions here will do more to effect the thinking of the
boys than a full year's worth of scoutmaster's minutes.
