in the Cub Scout Leader Book, one responsibility of the Pack Committee
Chairman is "Assume active direction of the pack, if the Cubmaster is
unable to serve, until a successor is recruited and commissioned." I'm
sure that with your watchful eye on your pack, you would quickly replace
a cubmaster, but all packs do not have an active CR so we should never

You're right. The Troop Committee Guidebook is an excellent resource for
the Troop Committee. The Pack Committee should use the Cub Scout Leader
Book which is the excellent resource for them.
