I believe that proper uniforming, both for youth and for adults is an
important part of the Scouting program. You're absolutely correct in
noting that this particular adult would be setting a poor example
by not wearing a uniform. Usually summer camps publish expectations
for unit leaders (full uniform for the evening meal, Scout's Own, and so
on). We (in general) have a difficult time getting boys to wear their
(full) uniform, especially as they get older. In my opinion, he
should ware the proper uniform or he's not a leader.
