You are correct about LDS units: Webelos join the 11-year-old Scout
patrol when they turn 11, regardless of school grade or AOL status.
Thus, there is not a bridging experience for the whole den at one time;
the Webelos become Scouts one by one.
Similarly, the Bears enter the Webelos den on (or, about) their 10th
birthday, resulting in a one-year Webelos experience that includes one
night of camping required for the AOL award.
Wolves become bears at age 9.
The Tiger Cub program is not a part of the program in LDS units.
