I would assume the Scout Executive (SE) would be a Vigil Member of the Order
of the Arrow.
The SE is Supreme Chief of the Fire for their council's respective OA
Lodge. They have the power (as I understand it) to veto Vigil nominees,
just as a SM can disapprove a Scout before his troop's OA election is
held. The SE can disapprove a Vigil even after the nomination process has
been completed by the Vigil Committee. It has happened a few times around
here (all have been adult nominees). Someone tell me if that's incorrect.
