If you aren't satisfied with a scout's performance in the area of Scout
Spirit, you can use the SM conference to help the scout identify some
areas for improvement. He can return after a couple of weeks, or months
as may be necessary, to get that one item signed off.
If a scout reaches the point where Scout Spirit is the only remaining
item to be signed off and there are questions about his performance in this
area, I'd be concerned about whether SM conferences were being used
effectively. Remember, a SM conference does not have to occur only as
the last step before a board of review. Some scouts need more one on
one (but in public) conferences with the SM than do others.
Just like a board of review should talk with scouts not advancing, the SM
should have conferences with scouts more frequently than just for advancement.
