We have had some luck at the cub level with a slow bike race, in which a
course is set up in lanes, and the cubs are grouped by age, last person to
reach the finish line without touching a foot down or straying out of lane wins.
No hell bent for leather crashes, or significant chance of injury. and the
kids seem to enjoy it.
