Yes, they are. From the 1996 printing, page 25:
"A sharp pocketknife with a can opener on it is an invaluable backcountry
tool. Keep it clean, sharp, and handy. *Avoid large sheath knives.*
They are heavy and awkward to carry, and unnecessary for most camp chores
except for cleaning fish."

This would seem to imply that medium/small sheath knives (which I will
arbitrarily class as those with a blade 4" or smaller) are allowed by
National. Now, there are Councils and Troops out there that ban them,
but National doesn't.
