Back when I was a Cubmaster, I didn't want to leave one group out of
graduation. We didn't crossover the 5th grade Webelos early, like we
should have. (It wasn't emphsized back then.) We used a bridge ceremony
and began with the Tigers. Each group would cross the bridge to the next
level. We had the 4th grade Webelos cross over, met by the 5th grade
Webelos who would give them their den flag. We would say something about
becoming the senior scouts in the pack and setting the example. It
worked out well for us.
