Wearing Jamboree Patches on Boy Scout Uniform

Does anyone know what the rules are for wearing Jamboree patches on the Boy
Scout uniform? And, where are such rules found?
I know that a World Jamboree patch or U.S. National Jamboree patch can be
worn above the right pocket. Can other Jamboree patches be worn in this
position by participants?
When I took a group to the Pan American Jamboree in Bolivia, National said
that we could not wear the Pan American Jamboree patch except as a temporary
patch on the right pocket. No reason was given.
This year I am taking about 140 people to the Canadian National Jamboree,
many would like to wear the CJ'97 patch on their uniform, in the place where
other Scouts wear a Jamboree patch. Is this allowed?
