Guide to Safe Scouting?

Ok wise and wonderful group, help me with this one.
Four Scouts are given permission to play in a creek at the council camp
after a long day of inter-patrol competition at our Spring Camporee.
One Scout ends up in the lake swimming, I know he broke every rule in the
"Guide" and Swim Defense book and he will be delt with accordingly.
The other three went into the water up to their knees, give or take an inch
or two depending on who tells the story. Total time in the water was less
than one minute and the three were never over ten feet from shore. The
water was clear, they commented about seeing their feet on the bottom. They
were seen across the lake by an ASM and charged with breaking the Guide to
safe scouting rules and sent home from the camporee.
Did they break a rule? If so which?
The PLC meets tonight, May 5, to decide their fate. I would appreciate a
quick answer from the experts (that's you).
