Unfinished Cub Rank and Graduation

Larry, Have your Pack Committee discuss what your "cutoff" is for working
on rank now and let your parents know what it is. We found that last year
some guys worked on Bear until it was done - midway through the Webelos
year because of "miscommunication" or "that's what we've always done"!
The Cub Leader Book states that they may be given some extra time (a few
weeks) to finish Rank or arrow points. Define your time limit. I will be
encouraging my Bear parents to have the boys stop on arrow points come May
"graduation" (my opinion, but I'd use graduation, not crossover so there's
no confusion of terminology or diminishing of importance of the Webelo's
crossover to Boy Scouts). Most packs, I understand, leave the summer as a
time where you start new rank if you're ready and finish previous rank if
you're not and allow working in both books. I made sure my parents
understood that Bear rank should be earned or nearly done by the Blue and
Gold to allow time for electives. We made that goal after last year my
last guy finished his Wolf a day or two before the September pack meeting.
He consequently has fewer arrowpoints than the others this year. Not as
much problem with Wolf to Bear, but the first summer for Webelos is SO
important - there is so much to do and if they get behind now, it's hard
to catch up. Last year, we set the end of the summer as the cut-off.
This year, we may be able to move it a little sooner. You can't always
make these transitions in one year or abruptly. Hope this helps.
