Oohh boy! You are in for fun. Our Council did this about 2 years ago and I
expect it will be a long time before the wounds heal. Part of the problem
is the way they went about it. A small committee of volunteers was put
together to study and organize this. The process was done in secret and
I've never heard who was on the committee, how long they met, etc. Rumors
were circulating by August and I ran into the CE at camp and asked him. He
said that the proposal was in the discussion & planning stage and nothing
was decided. However, in September the new reorganization was announced;
either he flat out lied to me or this important decision was made awfully
What hurt at the time was the secrecy and the quickness of it all. There
was no chance for input or discussion from District Scouters. We were, in
effect, told "like it or lump it". I've mostly gotten over it now but a lot
of us got burned and some are still very resentful and some were so upset by
the Council's attitude that they've dropped District activities.
As for the reasons that was never really made clear. They said that it had
to do with FOS & money. I never understood how it would make a difference
in contributions; if you cut a pie into 7 pieces instead of 10 do you have
more pie? The total number of DEs was supposed to increase (I don't know if
it did) so they wouldn't have saved anything there.
