This boy, if in New York, would be the subject of a PINS petition (person
in need of supervision). For the good of the Troop, let him know that he
can come back only when he meets your expectations of behavior. Suggest
to his mother that she seek the help of the local family court. This kid
is heading for major trouble as an adult. Good luck!
