In my earlier post I said let's wait to hear from Jere. Well, an updated
wire story includes his quote (below). He doesn't look any better after
this quote. No permit, no denial, no excuse.

According to Shields, Ratcliffe had been traveling on vacation

Ratcliffe holds a Texas permit.
