If the youth leader performs his duties in a leadership postion
for amount of time required, to the satisfaction of the PLC, then
he has met the requirement. If a Scout is not performing his
leadership position to the satisfaction of the PLC (with SM
consultation) then the PLC should remove him from that position
and an SM conference might be appropriate wherein a leadership
project might be assigned to be performed to take care of that
Who signs off on the leadership requirement? When I was an SM
I did that at SM conference. If a scout was not performing, frequent
conferences were held to try and remedy the situation. If that did
not work, he was removed from leadership position until such time
as he was ready to make the attempt to meet the requirements
based on his prior agreement and understanding of minimum
performance standards (partially set by him).
