If the boy doesn't show up, does he still get the Webelos Badge or his
I'm not sure that the BOR is such a major concept that you need to be
worried about it in the Cub program. For the most part, a Scout who makes
Eagle will only have 5 BORS and 1 Eagle BOR in his entire Scouting life,
for the others, not as many.
Spend the time on the patrol method, that's where we scout leaders would
