As long as the group of people constituting the "BOR" do not add any
requirements to the badge, I don't see how their reviewing the youths
completion of the requirements could be construed as "adding a
requirement." We did this with our WEB II's last year as a way of
introducing them to the concept as practiced in Boy Scouts. We
basically just went over the requirements in the book. It was not a
"threatening" situation for the boys since the group was composed
of regular pack leaders who they dealt with every week.
