Another webelos question, of sorts...

Sorry to drop a new story on you, but as ADC I wandered into a meeting where
the Pack was discussing the Webelos Board of Reviews they would do for the
Webelos Badge and AOL.
Supposedly they have done this for years, or so the CC told me when I came to
the next pack meeting with a photocopy of pages 4-5 of the Advancement
Guidelines with the appropriate areas highlighted and notes added showing
that cubbing does not include a review and scouting does. I got the old,
"w've always done it this way" versus "but you never should have" discussion.
We discussed how this was not supposed to occur. We discussed how, just
because it was done for years, it may not be right and it may be considered
adding to the requirements for that rank, which they are not allowed to do.
We also discussed the possibility of a parent getting upset because of the
results of one of these reviews and, if they knew about or had this same
book, how much of a hassle they could conceivably cause.
I told my DC, and also my DE (well, I assume he heard).
The reviews were held.
A few boys didn't get the award right away, some parents were upset, but I
didn't say anything, even to comfort or console. Especially since those boys
_appeared_ to have legitimately not completed the entire award at that time.
I haven't heard from the pack or the DC on the situation, and how do I answer
it all if it comes up next year again?
I know I did what I should have done at the time, and that since they had
announced they would do this they might have felt they _had_ to do it at
least this year. On the other hand, I'm afraid they really feel they can just
ignore it until it goes away. (Which it will after 12/31 when my own
situation will change and becoming a unit leader for my sons will take
presidence for the next decade or so.)
Please respond straight to me with any opinions.
