I am reading Advancement Guidelines 1993 printing, page 17, #5:
"When the completed application is received at the Council Service Center,
its contents will be verified and the references checked by either letter,
form or phone calls. The Council determines the method to be used."
I'm not sure whether we differ but, to me, your statement needs some
clarification. This Council requires written references. I agree that your
statement is literally correct but, through no fault of yours, misleading to
those who read it to say no written references can be required.
