Regarding my earlier post. Obviously I was wrong in stating that letters
of reference are required. Listing the names of references who would be
willing to provide a reccommendation are what the requirement 2 on the
Eagle Application (No. 58-728, 1994 printing) state. As I was reminded
by another District Advancement Chairman, (Thanks, Bruce) Councils
do have some leeway in such matters, and ours requires the references
to be in the form of letters of reference. Apparantly many other Councils
do too, but yours may not. Sorry if the "absolute" nature of my post caused
anyone any concern!
