This is incorrect, you must have five letters of reference with the
Eagle application, among three required include the parent(s) letter
and the religious leader's letter. An Eagle BOR may not be convened
without the required letters of reference. Again, someone other than
clergy may provide this letter including the Scout's parents, or as may
have been done in your case, the Scoutmaster.
