Whether or not the family of the Scout in question is active in
a formal religious affiliation, a letter of reference from his
"religious leader" is required for his Eagle application. An
individual with no formal religious affiliation may have his parents
write such a letter from the perspective of his "religious leader".
This is how we have handled this requirement in the past, along
with asking the boy to spend some time reflecting on this issue
and whether or not he might wish to join with others who also
beleive in God, in exploring his beliefs in a more formal setting.
Another way to handle this is to ask the boy to visit with a minister
or other religious leader of his choice to discuss his beliefs, then ask
that person to write the letter afterward.
