Here in UK the annual registration fee includes amounts for Headquarters,
County and District. In my district (Greenwich - where the time comes
from ) the district elenent equates to about $1.50 and the County ( i.e.
council) assessment is about $0.75. Clearly the amounts for a
BSA unit would have to be greater to take into account the cost of
employing staff at Council level, but it could be done.
I don't know the costings, but assuming units meet for at least 8 months
of the year $40 is only $5 / month, and presumably units could help kids
to earn that by car washes, popcorn sales or whatever if they wished.
