Regarding hte attached thread.
Things change in practice and on paper. But I contend that the spirit
remains and that just because the guys in Irving change requirements it
doesn't make any year better than another (I know, no one said that -
The point is, do the requirements and that will keep the tarnish away.
Note, the requirements include living by the Oath & Law.

I think you're both right. Before '65, the Eagle candidate was expected
"work actively as a leader in meetings, outdoor activities, and service
projects" in his troop. But the Eagle project as we know it today
began that year. Also that year were added the Scoutmaster conference
the 6-month leadership requirement (replacing the vague leadership
requirement listed above).
