You have a difficult situation here, one I think all Scoutmaster's dread
happening to their Troop.
I think that you should ask your Sponsoring Organization if they wish
your Troop to become the "go to" Troop for your town's abused boys. If
so, then they must agree to help find A BUNCH of the specially trained
adults who know exactly how to cope with the problem behaviors you saw
in those other children. These folks must become registered Scouters
and go through ALL the adult Scouting training as quickly as possible.
If your Sponsoring Organization has no desire to become the "go to"
Troop, then they must help you decline this offer and make it clear to
the agency that they are not to bring such requests to your Troop
again. Perhaps, to moderate that position, your Sponsoring Organization
could agree to take one of these boys, providing that other Troops take
one each also. Spread the "joy" around.
In my opinion, your Council Exec should get into this with you to help
find a town-wide solution to this problem. I don't think it's right for
one small Troop to be trying to solve such a large and thorny issue.
