Why is WoodBadge "destroying" our troop?

I ask this question as one who, though Advancement Chair and BoR Coordinator,
does nto know a whole lot about the programs that aid the ScoutMaster in
doing a better job... and it is my assumption that that is what WoodBadge
Our problem is that the gentleman who took over as SM last September,
((elected in June) about 40 years old... Eagle Scout.. son a
tenderfoot..... seems to have signed a pact with the devil....
My understand is that for Woodbage one undertakes a project... along the
lines of an Eagle Project, and his seems to be that "all Scouts in the
troop will be 1st Class by next June"....
the problem is with the word "ALL"...... while I hardily endorse the
one-yeat/trail to first class program... some boys cause of limited
interest... outside activities.. or whatever... just don't do it....
Unfort, because of this "all" and with June coming quickly.. our troop is
in a mode of finger
pointing... primarily at the Patrol Leaders becuse they "did not offer
now boys don't come to meeting cause of rear of recriminations and the
any ideas/suggestions/names of a good Hit-Man/ to solve what I percieve
as a problem?
