I assume that the NSP program was instituted, in part, to avoid
opportunities for hazing by older scouts? Were there other reasons?
Does anyone recall?
Hank (and others who use "integrated" patrols), how do you avoid hazing
of the 11 year old scouts by the much older scouts in the same patrol?
How does the young scout avoid feeling like a "burden" to his brethren in
patrol competitions, etc.
