If I may shed some light on this subject I would say, "There is no time
limit whatsoever on Merit Badges other than the Scout's 18th birthday,
Period!" Any BSA Troop anywhere that imposes such a limit is in
violation of the rules because they have added a requirement!
Now, having said that the practical matter is that the counselor NOT
the troop is responsible for certifying that the merit badge is
completed. The counselor, the one who finally signs off, must satisfy
himself that ALL the requirements have been completed. If he/she is not
the original counselor he/she has every right to have that scout satisfy
the requirement to his/her satisfaction. The bottom line is simple.
If a scout has a properly signed Merit Badge card AND is under 18
old AND has a properly registered counselor sign the card as complete,
it is complete.
