Replacing the CM

Here's just one of several approaches that may help you out.
The Pack Committee may simply vote out the CM who has no recourse
except with the sponsor. If you have the consent of the IH and CR,
then the man is out. (Perhaps, offer him a pack committee position,
like VICE-CHAIR.) To be fair, every Scouter derserves counseling and
it would not be right to blind-side the guy with parents' statements
when the CC has not taken the CM aside FIRST and discussed any of
this. Parents concerns do need to be acted upon, as I've been in
Scouting almost 30 years and my best feedback comes from new parents
who won't let me get stale.
We strive to retain good Scouters, and he sounds like he is one,
except maybe lacking the dynamic disposition required of a CM.
The boys come first, and I appreciate you thinking of them enough to
consider this course of action.
