While I did not write the inquiries you speak of, allow me to point out
that you are assuming something.
Your point is well-taken for the Scouter who lives near the relevant
center. If you catch the center at a not-so-busy hour, even find your own
local DE, you may have a wonderful conversation and make a new friend. If
your Council and District have a functioning Commissioner system, possibly
the DE can point you to the Unit Commissioner for your unit and you can
make a friend and get a lot of information there. However: Many Scouters
are located hours from the relevant center.
We do not have a functioning Commissioner system. My local service center
is 115 miles down a winding mountain road from here. Many local Scouting
families don't even know how to ask. There are places where the problem is
carried to an extreme. For example, in Western Alaska Council there are
Scouters that are 1,000 miles from a service center.
Thus we cannot assume that any question on this mail list comes from a
person who has the alternative sources of help you speak of.
