Board of Review

For those of you with more expertise than myself, please explain to me =
the importance of the Board of Review (not the Eagle Board of Review).
I am Committee Chair of my Troop and like to do things by the book. The =
rank sequence calls for a Scoutmaster Conference and a Board of Review. =
Increasingly, I find that we are awarding the rank without doing the =
Board of Review. In several instances, the Board of Review comes a good =
month after the Scout has already been awarded the rank.
I am very bothered by this and have expressed my displeasure with the SM =
and the Advancement Chair. Neither seem to think it is a big deal. In =
once incident, we awarded a First Class Rank to a boy who wasn't =
registered as a Scout. Our charter expired 2/28. He did not recharter =
for whatever reason. The SM tells me that the boy is going to =
recharter. However, I have no money. The COH was held on March 6th. =
The boy received the First Class Rank with no Board of Review. Here we =
are a month later and he is still not charter, and still has had no BoR.
Am I making more out of this than I should be? Should I just chill out =
and not get so hyper? Or are my concerns legitimate. It is my =
understanding that when a Scout gets to the Eagle application, all of =
these dates are reviewed. What happens when the BoR dates are after the =
