In our troop, we count summer camp and troop campouts. I would also
count camping out at any district or council sponsored event.
I do not count family camping, Webelos camping, etc. I have never seen
an instance in our troop where this was a problem, however. It would
certainly be unusual for a scout in our troop to reach First Class
without 15 nights camping. Most of our Webelos cross-overs can have the
requirement completed by August, and occasionally by the end of camp in
July. Even if they wait until March to cross over, they can camp 2
nights each in March, April, May and June; go to summer camp in July, and
camp 2 nights in August. Although it is rare for non-OA members, we
sometimes have two camping opportunities in one month.
Assuming that most scouts take at least 8 or 9 months to reach First
Class, I do not understand the problem as long as they go to summer camp.
